Concho Valley Community Action Agency receives funding from several different sources for utility assistance. Households must meet eligibility requirements to possibly receive assistance for the following:

  • Electric
  • Gas
  • Heating/Cooling Appliances
  • Energy Saving Education
  • Budgeting Education

Utility assistance is provided in the following counties: Coke, Concho, Crockett, Irion, Kimble, Menard, Reagan, Schleicher, Sterling, Sutton and Tom Green.  Our office is located in San Angelo. Please call for more information if you live outside of Tom Green county.

Walkins are seen only with a disconnect notice. Walkins are seen on a first come/first serve basis. Unfortunately, we cannot guarantee that all walkins will be seen. Walkins are only accepted Monday - Thursday from 8:00 a.m. to 9:00 a.m.


The following information is required at the time of your appointment:  

  • Proof of income for the last 30 days for the entire household. This includes all types of income such as Social Security, SSI, VA, TANF, Child Support, Employment, Unemployment, Self Employment, Pensions, Retirement, etc.

    Award letters must be for the current year.
    Bank statements will not be accepted as proof of income.

  • Valid picture ID

  • Social security numbers for every member of the household

  • Date of birth for every member of the household

  • Electric AND gas/propane bills

  • 12 month billing history - please call your electric and gas/propane provider and ask them to fax to our office at (325) 658-3147


If you do not have all of the information listed above or you are one minute late for your scheduled appointment, YOU WILL NOT BE SEEN AND YOU WILL HAVE TO RESCHEDULE OR COME IN AS A WALKIN. All fees (late fees, disconnection fees, reconnection fees, deposits, etc.) must be paid before we will be able to assist you. Proof of payment will be required.

These forms must be completed before your appointment.  If you are unable to print these forms and complete them, you will need to call our office to request them or arrive 10 minutes before your scheduled appointment.
